Phase III Project

DUNDURN RURAL WATER UTILITY

The Dundurn Rural Water Utility (DRWU) Phase III rural water Project has now reached substantial completion.  Essentially, this means that 98% of all physical construction associated with the Phase III Project is now complete.  Some minor construction efforts remain for a few select individuals’ service lines due to heavy saturation from the previous year’s heavy rainfall.

For Phase III subscribers, this means you will begin to see commissioning efforts taking place in and around your areas.  The SaskWater point of connection is now operational (see picture on front of recent newsletter).  Pumphouse #1, which is located at the corner of Preston Avenue and Grasswood Rd, was commissioned on October 17, 2011.

Lines are beginning to be flushed in the Corman Park area.  These commissioning efforts (including flushing) will continue as long as weather permits.  The DRWU, Contractor Operational procedures and the Ministry of Environment regulations requires the contractors to super chlorinate, swab (pig), flush the pipe and also details the required laboratory analysis and retention times for chlorination to ultimately ensure end user safety.

The DRWU Board, Construction Committee, Project Management, Engineering and Administration staff have worked very diligently over the last three years to bring the project to this point.  The project ultimately remains on budget even considering the massive changes in scope due to increased project interest. Timelines for project completion were delayed from the original estimates due to the heavy rainfall in the 2010 construction year.

Project commissioning efforts are required to work from the point of connection (near Saskatoon) and working its way south commissioning lines and pumphouses as required.  For Corman Park users, these efforts should be completed in approximately two (2) weeks, meaning that by Nov 15th, 2011 water service is expected to be available to all curbstops within Corman Park.  Subscribers in Corman Park have already begun installing their tanks along with the associated pressure systems.  Although water is expected to be available at the curbstop, a final visit will be required by the DRWU operator prior to connecting the DRWU service line into the manifolds already installed.  You will be contacted by the DRWU in regards to these dates for commencement of service.

For users in the R.M. of Dundurn (North of the Blackstrap Valley) service is expected to commence sometime in late November.  Service to the Town of Dundurn as a bulk user is the highest priority for the DRWU in the R.M. of Dundurn.  However, pending positive weather conditions, all new curbstops within the R.M. of Dundurn are expected to be operational prior to year end.  These users will also be contacted by the DRWU in regards to scheduling an operator to commission their own system.

Commissioning schedule for water users south of Blackstrap Valley is still undetermined.  With the approach of low temperatures, snowfall and the use of large volumes of water, flushing in winter can sometimes cause major issues.  Although every effort will be made to commission as many users as possible, some users south of the Blackstrap Valley may not have operational curbstops until early next spring.

This update is meant to provide the best guess estimates surrounding water delivery to all project areas by the DRWU Board and Project Management as of November 1st, 2011.  This is in consideration of the current pumphouse commissioning timeline expectations, main line flushing progression along with individual service line flushing progression.

Please note that prior to the water service being turned on; it is the responsibility of the land owner to have the following in place:

Water holding tank

Float (inside the tank)

Overflow protection

Solenoid Valve

Pressure System

The DRWU gratefully acknowledges the Building Canada Fund - Communities Component.  Without this grant, this massive expansion project would not have become a reality.
